Angela Stopper

Angela Stopper, Ph.D., serves as the Chief Learning Officer at UC Berkeley, overseeing campus-wide learning initiatives for 9,000 staff and faculty administrators since October 2017. Angela also holds positions as a faculty member in the Master of Professional Studies in Organization Development and Change at Penn State World Campus, where contributions include authorship and instruction in HR program courses. Previous roles include Director of Program Innovations & Executive Education at the University of California, Davis, and Managing Director, Global Partnerships at Penn State Outreach, where significant accomplishments included revenue-generating program launches and global partnerships. Angela earned a Ph.D. in Workforce Education and Development from Penn State University and has a robust background in organizational development and change management.
