Lorina Marshall-Blake is the current President at Independence Blue Cross. Prior to their current position, Ms. Marshall-Blake served as the Vice President of Government Relations at Independence Blue Cross from June 1991 to December 2011. In this role, they acted as the company’s chief representative to city, state, and federal legislative and regulatory bodies and agencies. Ms. Marshall-Blake also represented Independence Blue Cross at numerous external forums, including formal and informal interactions with government officials, other industry representatives, and other key external stakeholders. Ms. Marshall-Blake was responsible for developing and maintaining relationships with various city, state, and federal legislative and regulatory bodies and agencies and elected officials. Additionally, they coordinated and conducted lobbying activities to advance the mission of the company and health care industry. Ms. Marshall-Blake also guided the company’s plans, programs, and approaches to monitor, influence, and recommend legislation that benefits the company and its members.
Prior to their time at Independence Blue Cross, Ms. Marshall-Blake served as the Vice President of Government Relations and Urban Affairs at Philadelphia Gas Works from January 1980 to December 1991.
Lorina Marshall-Blake received an honorary doctorate from Albright College. Lorina was licensed and ordained as a Baptist preacher by Reverend James S. Allen of Vine Memorial Baptist Church. Lorina earned a master's degree in government administration from the University of Pennsylvania, and a bachelor's degree in human services from Antioch University. Lorina also holds a diploma in advertising from the Charles Morris Price School of Advertising and Journalism. Finally, they earned a Master of Divinity from Palmer Theological Seminary.
