Andrea García

Senior Technical Advisor at Insight Policy Research

Andrea García is an educator, researcher, and a technical assistance (TA) lead with over 20 years of experience in the United States and abroad. Her work centers on promoting change and innovation in education and public assistance programs through culturally responsive, collaborative, and reflective practices. She is a skilled qualitative researcher with expertise in community engagement and facilitation.

Andrea supports projects across Westat Insight’s practice areas. For example, she provides literacy, communication, and bilingual expertise for various Supplemental Nutrition Assistance Program (SNAP) projects for the U.S. Department of Agriculture. She has worked with 24 different state agencies to help improve their SNAP client communications and helped develop the SNAP Model Notice Toolkit. Andrea also provides TA on projects for the U.S. Department of Education.

Before joining Insight, Andrea was an associate professor in literacy studies at Hofstra University, teaching graduate and undergraduate courses. She holds a Ph.D. in language, reading, and culture from the University of Arizona, where she also earned her master’s degree. She earned her B.S. in neurolinguistics and psychopedagogy from the Colegio Superior de Neuronlingüística y Psicopdadgogía in Mexico.
