Jessi Tobin

Health Researcher at Insight Policy Research

Jessi is a skilled quantitative researcher and analyst with more than 8 years of experience in the fields of health services, policy, and behavioral health. She has expertise in chronic disease management; healthcare program evaluation; and disparities in healthcare access, quality, and population health outcomes.

At Westat Insight, Jessi applies her skills in research design, quantitative methods development, statistical modeling, and science communication to primarily support Medicare and Medicaid program evaluation, including the Centers for Medicare & Medicaid Services’ End-Stage Renal Disease Quality Incentive Program and the Maternal Opioid Misuse Model. She also contributes to work for the U.S. Department of Agriculture’s Food and Nutrition Service, modeling error rates in the Special Supplemental Nutrition Program for Women, Infants, and Children.

Prior to joining Westat Insight, Jessi was a postdoctoral fellow at the Veterans Affairs’ Center for the Study of Healthcare Innovation, Implementation, and Policy and a researcher at the University of Southern California, where she collaborated with local hospitals, a comprehensive cancer center, the SEER California Cancer Registry, and community-based organizations. She also worked for a behavioral healthcare company serving long-term care residents. Jessi earned her Ph.D. at the University of Southern California, her M.S. at California State University Fullerton, and her B.A. in psychology and Spanish from Azusa Pacific University.
