The ILD led by world renowned Peruvian economist Hernando de Soto is focused on creating modern legal frameworks that help the poor of the developing and former communist world access property and business rights and turn their assets into leverageable capital. The ILD has discovered not only how to locate extralegal businesses and assets, but also how to redesign and put into operation legal and administrative property systems so that the owners of those businesses and assets will voluntarily move them from the extralegal economy into the legal one.
