Charlene Evans-Smith, EdD has a diverse work experience in the education sector. Charlene is currently serving as the Managing Director of Early Literacy at Instruction Partners since July 2022. Prior to that, they were the Director of Intervention & Scholar Programming at IDEA Public Charter School from July 2021 to June 2022, where they secured grants and developed systems to support marginalized scholar populations.

From October 2017 to July 2021, Charlene worked at the District of Columbia Public Schools (DCPS) in various roles. Charlene served as the Secondary Reading Interventions Manager, overseeing interventions, assessments, and implementation support. Charlene also served as a Secondary Reading Interventions Specialist, analyzing coaching visit data and providing professional development sessions. Additionally, they worked as the Office of Specialized Instruction Coordinator, providing curriculum supports and direct services to struggling schools.

Before joining DCPS, Charlene worked at the District of Columbia Public Schools from 2010 to 2013. Charlene was a member of the Individual Education Plan Team, supporting compliance and providing instructional consultations. Charlene also served as an Early Childhood Educator during the same period.

Prior to their work in DCPS, Charlene was an Educator at the Maryland National Capitol Park and Planning Commission from 2009 to 2010.

Charlene Evans-Smith, EdD obtained their Doctor of Education (EdD) degree in Education Policy and Administration from The George Washington University in the years 2016-2021. Prior to that, they completed their Master's degree in Special Education and Teaching at Towson University from 2014 to 2016. Charlene also holds a Bachelor of Arts degree in Early Childhood Education and Teaching from Towson University, completed before 2010. In terms of additional certifications, Charlene has obtained the "Foundations of Effective Legal Research" certification from WestLaw in 2023. Charlene has also acquired certifications in Early Childhood Education from both the state of Maryland and the District of Columbia Public Schools (DCPS). Additionally, they hold a Special Education License for grades K-12 from DCPS.
