Thilly De Bodt is an accomplished professional with extensive experience in strategic planning, partnerships, and resource mobilization within international organizations. Since April 2017, Thilly has served as the Head of Strategic Planning, Coordination and Partnerships at the International Civil Aviation Organization, overseeing organization-wide strategic planning and resource mobilization efforts. Previously, Thilly held various roles at UNICEF from 2001 to 2017, including Senior Advisor for Planning, Management, and Finances, and Partnerships Manager for UNAIDS. Thilly's earlier experience includes consultancy roles with the United Nations Population Fund and the European Commission, as well as positions focused on communications and social mobilization for polio eradication. Thilly holds a Master's degree in Business/Corporate Communications from TBS Education and a Bachelor's degree in Romance Languages, Literatures, and Linguistics from the University of Antwerp.

ICAO is funded and directed by 193 national governments to support their diplomacy and cooperation in air transport as signatory states to the Chicago Convention (1944). Its core function is to maintain an administrative and expert bureaucracy (the ICAO Secretariat) supporting these diplomatic interactions, and to research new air transport policy and standardization innovations as directed and endorsed by governments through the ICAO Assembly, or by the ICAO Council which the assembly elects. Industry and civil society groups, and other concerned regional and international organizations, also participate.
