Jo-Ann Zhou

Jo-Ann Zhou is an experienced professional in migration policy and public health, currently serving as the Head of the Regular Migration Pathways Unit at IOM Costa Rica since February 2024. Previously, Jo-Ann held the position of Assistant Director at Immigration, Refugees and Citizenship Canada, leading innovation for economic migration pilots. Jo-Ann's career also includes roles as a Senior Policy Analyst at the Public Health Agency of Canada, where engagement with G7 and G20 health interlocutors was prioritized, and a Policy Analyst focused on migration diplomacy with Central America and the Caribbean. Other notable experiences include positions at NATO, the Department of Foreign Affairs, and various roles involving trade promotion and public diplomacy. Jo-Ann Zhou holds a Master's Degree in Public and International Affairs and a Bachelor of Social Science in Conflict Studies and Human Rights from the University of Ottawa.
