Carlos Lugo Silva is a seasoned professional in telecommunications and digital inclusion with extensive experience across various prestigious organizations. Currently, Carlos serves as Project Manager in Capacity Development for the Americas Region at the International Telecommunication Union, where significant projects include technical assistance for telecommunications legislation in Panama and market competition analysis in Honduras. Additionally, Carlos holds a position as a PhD Lecturer at Universidad Externado de Colombia and has previously served as Commissioner and Executive Director at the Comisión de Regulación de Comunicaciones in Colombia.
