David Wagger

David Wagger is the Chief Scientist and Director of Environmental Management at the Institute of Scrap Recycling Industries, Inc. David previously worked as a Project Manager and Analyst at the Center for Clean Air Policy and as a Senior Associate at Signum Environmental, Inc. David also served as a Diplomacy Fellow at U.S. AID while working at the American Association for the Advancement of Science. David holds a Ph.D. in Chemical Engineering from the Massachusetts Institute of Technology and a B.S. in Chemical Engineering from the University of California, Berkeley.
