Andrew Fulghum

Andrew Fulghum has extensive experience in public administration, currently serving as the County Administrator for Jasper County Government since 2004. Prior roles include City Administrator for the City of Frostburg from 2000 to 2004 and Town Administrator for the Town of Berlin, Maryland from 1997 to 2000. Andrew began a career in public service as a Budget Analyst with the Maryland Department of Human Resources and has held various positions, including Management Intern with the Borough of Newville and service in the Maryland Army National Guard and U.S. Army. Educational credentials include a Master's degree in Public Administration from Shippensburg University of Pennsylvania, a Bachelor's degree in Political Science and Government from Salisbury University, and a Certificate in Public Performance Measurement from Rutgers University - Newark.
