William Carter IV

William Carter IV, Esq. currently serves as the Vice President of Government and External Affairs at Jefferson since April 2025, and has been a Partner at Triangle Park Music, LLC since May 2016. Previously, William held the position of Vice President for Government Advocacy and Engagement at the Chamber of Commerce for Greater Philadelphia from October 2019 to April 2025, and served as Chief Operating Officer for the City of Philadelphia from April 2004 to September 2019. William's earlier roles include Legislative Director/General Counsel for the City of Philadelphia and Managing Partner at Enterletics from June 2001 to March 2003. Additionally, William contributed to leadership development at Kappa Alpha Psi Fraternity, Incorporated as a Leadership Development Specialist from January 1996 to November 1997. William holds a Doctor of Law (JD) in Intellectual Property Law from Temple University - James E. Beasley School of Law, and a Bachelor of Arts in Political Science and Government from Hampton University.
