Candice Ottley-Francois

Candice Ottley-Francois, PMP, GISP, serves as Vice President and Deputy CIO for Solution Delivery at Johnson, Mirmiran & Thompson since January 2017, leading teams in GIS, data, software development, and technology consulting. Concurrently, Candice holds a position at JMT Technology Group, managing a multi-disciplinary team focused on geospatial and information technology services in Surface Transportation. Previous roles include GIS Project Manager at Albrecht Engineering, where project management and stakeholder engagement were key, as well as GIS Analyst III at both Johnson, Mirmiran & Thompson and JMT Technology Group, overseeing GIS implementation projects. Candice's educational background includes an M.E. in Civil Engineering/Transportation from Morgan State University and a B.S. in Applied Physics from Howard University, complemented by experience as a graduate and undergraduate research scholar in transportation planning and geophysics.
