Chief Operations Officer at JR Engineering

Rocky Carns has a diverse work experience in the field of engineering and public works. Rocky started their career as a Traffic Engineer at the Wyoming Department of Transportation in 1981 and worked there until 1984. Rocky then joined Adams County, Colorado as the Director of Engineering, where they played a significant role in transportation and construction planning activities related to the Denver International Airport. In 1991, they became the Director of Public Works for the City of Hemet, California, where they oversaw various responsibilities including engineering design, construction inspection, and maintenance of public facilities. In 1997, they became the Chief Operations Officer at JR Engineering.

Rocky Carns holds a Master of Science degree in Business Administration from the University of Colorado Denver. Prior to that, they completed their Bachelor of Science degree in Civil Engineering at the University of Wyoming in 1981.
