Chelsey Simonovich is a trade analyst with Georgetown Economic Services (GES). She works with the GES export control, sanctions and customs compliance team to develop and analyze compliance programs.
Chelsey previously was with the International Trade Administration of the U.S. Department of Commerce (DOC). She represented the DOC at international trade hearings and lead verifications in Taiwan, India, Spain, Oman, Armenia, and Canada regarding steel and aluminum imports, agricultural goods, and biopharmaceuticals. Chelsey independently authored DOC decision memoranda and correspondence regarding scope requests, customs rates, antidumping and countervailing duties, surrogate values, corporate affiliation, and particular market situations; she also authored remands for the Court of International Trade and the Court of Appeals for the Federal Circuit. She attended and presented for the DOC at domestic industry trade conferences, including at the ports of Seattle and Long Beach, involving port regulation of imported goods. Chelsey was the lead analyst of the European Union and United Kingdom portfolios for U.S. export trade remedy cases.
