Otto Malmgren

Otto Malmgren is a seasoned professional in international relations and human rights, currently serving as a Senior Adviser at the Norwegian Ministry of Foreign Affairs since August 2023. Malmgren has extensive experience at the Norwegian Embassy in Tokyo as a Counsellor since August 2019 and has held various roles within the Ministry of Foreign Affairs, including Policy Director for China and Senior Adviser from January 2011 to August 2019. Additional experience includes leadership positions at M Consulting Ltd. in Hong Kong, the CASS Institute of Law, and the Norwegian Centre for Human Rights, where Malmgren engaged in research, advisory roles, and program direction. Educational credentials include a Master of Laws in Constitutional Law from the Chinese Academy of Social Sciences and a Cand. Mag. from the University of Oslo, complemented by language studies at Renmin University of China.
