Carly Ntoya, Ph.D. has extensive experience in the field of Human Resources. Carly started their career as an Intern at the Center for Community and Family Services - Head Start, where they created policies and procedures for the department and assisted with staff training and development workshops.

Carly then moved on to various roles within the Los Angeles Unified School District. Carly served as a Human Resources Specialist, where they worked in the Personnel Commission and excelled in recruiting highly qualified job applicants and creating job-related assessments. Carly also worked as a Human Resources Representative, handling disciplinary procedures, conducting investigations, and delivering training. Carly later became a Senior Human Resources Representative, advising directors, supervisors, and employees in labor relations. Carly further advanced to the position of Human Resources Manager, supporting approximately 1400 employees and overseeing the processing of leaves, worker's compensation, discipline, investigations, and appeals. Their most recent role at the Los Angeles Unified School District was as a Human Resources Administrator, where they directed a comprehensive integrated personnel system that supported over 650 employees in the Information Technology Division and assisted in developing strategic plans related to HR and organizational development.

Carly currently serves as the Human Resources Director at LACERA since June 2020.

Carly Ntoya, Ph.D. obtained a Ph.D. in Industrial Organizational Psychology from Alliant International University-Los Angeles in 2014. Prior to that, they earned a Bachelor of Arts degree in Psychology from the University of Southern California in 2004. Additionally, they hold a Master of Science degree in Industrial Organizational Psychology from Alliant International University-Los Angeles.
