Tom Hallock

Tom Hallock, P.E. has diverse experience in civil engineering and project management within the land development sector. Currently serving as a Project Manager at Lackland Holdings LLC since November 2023, Tom previously held the position of Land Development Project Manager at Atwell, LLC from July 2022 to November 2023. Prior experience includes roles as a Land Development Design Engineer at Barraza Consulting Group LLC and Petitt Barraza, LLC, as well as a Transportation Engineer I with the Connecticut Department of Transportation. Tom's foundational experience includes service as a C-130J and C-130E/H Loadmaster with the United States Air Force, successfully executing numerous combat missions. Tom earned a Bachelor's Degree in Civil Engineering from the University of Massachusetts Amherst in 2015.
