Vice President Of Development at Liberty Utilities

David Holmes has over 16 years of work experience in the renewable energy industry. David started their career in 2005 as an Engineer in Training at WESA Group Inc. From 2007 to 2013, they worked at Algonquin Power as a Project Manager, where they were responsible for hydro, wind, co-gen development, O&M support, long-term planning, facility assessment, economic analysis, project management, and preliminary design analysis. David then moved on to become the Manager of Asset Management at Algonquin Power Co from 2013 to 2017, where they focused on maximizing profits and ROI, and developed and implemented business plans for all assets.

In 2017, David joined Liberty as a Senior Manager of Engineering and Operations, where they provided strategic and commercial leadership for Liberty Utilities regulated entities, leading the Integrated Resource Plan for Empire electric utility and providing strategic input for Calpeco IRP. In 2018, they became the Sr. Director of Enterprise Asset Management Strategy, leading the Engineering and Operations transformation and engaging with employees and stakeholders in water, gas, and electric regulated utilities across 13 jurisdictions.

Currently, David is serving as the Vice President of Development at Liberty since 2023, leading the renewable project development team and accountable for the project management office (PMO) and procurement team. David ensures project financial returns are upheld for Liberty Power's active wind, solar, storage, and renewable natural gas projects, from origination to construction phase with shovel-ready projects.

David Holmes attended Queen's University from 1998 to 2002. During this time, they pursued a degree in Mechanical Engineering and successfully obtained a Bachelor of Science in Engineering (BSc. Eng).
