Jaclyn P. Dowd is currently the VP, Evaluation & Special Initiatives at Lilly Endowment. Prior to their current position, Dowd served as Special Assistant to the Governor for Career Innovation in the State of Indiana from July 2013 to January 2015. In this role, they were responsible for implementing the Governor’s strategic vision for coordination of career education and training initiatives for Indiana’s current and emerging workforce.
From January 2015 to January 2016, Dowd served as Chief Operating Officer for Workforce at the Indiana Department of Workforce Development. In this role, they were responsible for effective development, guidance and oversight of the agency’s largest division with direct and pass-through grants totaling more than $147 million and comprising 1,200 state, contract and grant staff and spanning workforce operations, federal and state policy, training, and education initiatives. Additionally, Dowd served as the founding Executive Director of the Indiana Career Council responsible for activities and taskforces ensuring strategic alignment of Indiana's training initiatives throughout the education and workforce pipeline on behalf of Indiana Governor Mike Pence (Chair) and Lieutenant Governor Sue Ellspermann (Vice Chair). In 2015, Dowd was elected to the role of Workforce Liaisons Vice Chair for the National Governors Association Center for Best Practices.
