Lubbock Police Department
Heather Guthrie has extensive experience in public safety and education, currently serving as a Public Safety Call Taker at the Lubbock Police Department since July 2013. Prior to this role, Heather worked as a Substitute Teacher for both Littlefield Independent School District and Levelland Independent School District from August 2011 to May 2013. In terms of education, Heather attained a Doctor of Philosophy (Ph.D.) in Political Science and Government from Texas Tech University between 2016 and 2021, as well as a Master’s Degree in Public Administration and a Bachelor’s Degree in Government from Angelo State University, completed in 2011 and 2009, respectively.

The Lubbock Police Department is a full service municipal law enforcement agency and is the largest law enforcement agency on the South Plains. The department serves a city with a population of approximately 240,000 and has an authorized manpower of 477 sworn officers.
