Luzonia Waters

Luzonia Waters, MBA, serves as the Executive Director at Childhood Development Services, Inc. since September 2018 and holds the position of Director of Education at Lutheran Services Florida Inc. since September 2016. In these roles, Luzonia provides oversight for educational services impacting over 1,700 children in Duval County, focusing on closing the achievement gap for disadvantaged populations. Luzonia's extensive experience in early childhood education includes previous roles such as Head Start/Early Head Start Director and Assistant Director, where responsibilities included directing services for over 1,300 families across six counties in Florida. With a strong educational background featuring an MBA from Webster University and a B.A. in Psychology from St. Leo University, Luzonia also managed significant state and federal budgets within the Early Learning and USDA Food Program services in District 5.
