Thomas Hines

Thomas Hines is an experienced emergency management professional currently serving as District Chief at Lynn City Fire Dept since March 2000. Hines has held multiple roles within the department, including Fire Captain with responsibilities in the Office of Emergency Management from July 2012 to March 2016, and has been the Emergency Management Director since September 2011. Additionally, Hines has been an Emergency Management Specialist at the U.S. Department of Health and Human Services since February 1993, where responsibilities include serving as Planning Section Chief for the Incident Management Team. Hines holds a Master of Public Administration from Northeastern University and a Graduate Certificate in Emergency and Disaster Management from American Military University, as well as a Bachelor of Science in Business Administration and Management from Westfield State University.
