Carlos Portocarrero

Carlos Portocarrero is a seasoned professional in international development with extensive experience in leadership roles. Currently serving as Chief of Party for the USAID/OTI CEIBA Program at Management Systems International since March 2024, Carlos has previously held key positions including Chief of Party for CARI GUATEMALA at Creative Associates International and Regional Program Manager for the USAID/OTI funded PI Project. Carlos's consultancy work spans multiple organizations from January 2012 to May 2024, including BID, CAF, GIZ, COSUDE, FAO, BM, and CTB. Other notable roles include Senior Advisor at Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH and Senior Project Officer at FUPAD. Carlos holds a degree in Economics from Universidad Católica Boliviana, which was obtained between 1989 and 1993.
