Penny Carter has extensive experience in community association management, currently serving as a Community Association Manager at The Manor Association, Inc. since July 2023. Prior roles include Community Association Manager positions at Collins Management, Homeowners Management Company, LLC, and various other management companies, starting as a Community Manager at Bay Area Property Services in 2010. Penny initiated a career in property management from an Administrative Assistant role, gaining foundational knowledge and skills through attendance at Board meetings and site inspections. Educational background includes a Certificate of Career Booking in Accounting from Heald Business College and completion of high school at Antioch High School.
