Phil O'Connor

Dr. O'Connor was President of PROactive Strategies, Inc. of Chicago, a consulting firm specializing in regulatory policy in the insurance and energy industries and previously had a lengthy career in the competitive electricity business and was a consulting principal with Coopers & Lybrand. He has also had substantial public service and in the private sector including chairmanship of the Illinois Commerce Commission, the Illinois Health Care Reform Task Force and the Illinois Task Force on Human Services Consolidation. Phil has also been a member of the Illinois State Board of Elections, the Illinois Commerce Commission Millennium Review Committee and the Children and Families Transition Committee of Governor-elect George Ryan. Phil was a founding member of the Alumni Board of Loyola University of Chicago’s John Felice Rome Center and of the Loyola University Museum of Art. In 2007-8, he served in the U.S. Embassy Baghdad as an advisor to the Iraqi Ministry of Electricity on behalf of the U.S. Army Corps of Engineers. A native of California, O'Connor attended the University of San Francisco, the Loyola University of Chicago-Rome Campus of Liberal Arts in Italy, graduated Magna Cum Laude from Loyola University of Chicago, and received his Masters and Doctoral degrees in Political Science from Northwestern University.

Dr. O’Connor was an active and dedicated member of the Board of Directors, serving from 2010 through 2018. Most recently, Dr. O’Connor was Vice Chairman of the Executive Committee and served as Chairperson for the Compensation, Nominating & Governance Committee.
