Debbie Hillier has a diverse work experience spanning several organizations and roles. Debbie has recently been working as the Head of the Zurich Flood Resilience Alliance Programme at Mercy Corps since 2022. Prior to that, they worked as a Principal Consultant at Oxford Policy Management from 2019 to 2022. Debbie has extensive experience with Oxfam, where they held various positions such as Senior Humanitarian Policy Adviser from 2010 to 2019, Policy Adviser for the Control Arms Campaign from 2002 to 2010, and Humanitarian Programme Officer from 1999 to 2002. Debbie also worked as a Project Manager and Consultant at AEA Technology from 1995 to 1999. Throughout their career, Debbie has demonstrated expertise in policy development, advocacy, research, and program management in the areas of disaster risk reduction, resilience, humanitarian crises, and arms control.
Debbie Hillier pursued a Bachelor of Engineering degree in Aerospace Systems Engineering from the University of Southampton from 1987 to 1990. Following this, they attended the Cranfield Institute of Technology in 1991 and 1992, completing their MSc in Energy Conservation and the Environment.
