Catherine Ciarlo

Director, Planning Development & Research at Metro

Catherine Ciarlo is an accomplished transportation professional with extensive experience in planning, development, and research. Currently serving as the Director of Planning Development & Research at Metro since May 2023, Ciarlo previously held various leadership roles at the Portland Bureau of Transportation from February 2018 to April 2023, including Acting Group Director of Development Permitting & Transit and Active Transportation and Safety Division Manager. Prior to that, Ciarlo was a Senior Project Manager at CH2M Hill, focusing on transit, pedestrian, and bicycle projects. Additional notable positions include Transportation Director for the Office of Mayor Sam Adams and Executive Director of both Oregon Women Lawyers and the Bicycle Transportation Alliance. Ciarlo began a career in nonprofit management as Director of Development and Communications for the Northwest Earth Institute. Catherine Ciarlo holds a Doctor of Law (J.D.) from Lewis & Clark Law School and a B.A. in English Literature from Reed College.
