Paul Collins

Paul Collins is a seasoned professional in utility coordination and project management, currently serving as the Director of Utility Coordination for the Ontario Line within Metrolinx's Capital Projects Group since January 2013. In this role, Paul has expertly managed utility works, focusing on escalation and resolution for in-construction contracts. Previous positions include directing Advanced Works for the Ontario Line, overseeing the development and implementation of utility strategies for major transit projects, and serving as Senior Manager of Utilities. With a strong background in coordinating third-party utilities for significant infrastructure projects, including the Toronto-York Spadina Subway Extension while at the Toronto Transit Commission, Paul has accrued extensive experience in stakeholder negotiations and governance related to utility relocations. Paul holds a Master of Engineering in Geotechnical and Geoenvironmental Engineering from Carleton University and a Bachelor of Engineering in Civil Engineering from Toronto Metropolitan University.
