Dean Hartman serves as a U.S. Air Force (USAF) and U.S. Space Force (USSF) subject matter expert at Michael Baker International. As a National Market Lead, he is responsible for driving the firm’s growth efforts with the USAF and USSF, working with client service teams, local offices and practice leads to effectively address the spectrum of opportunities, from tactical plans through strategic positioning.
Dean has a proven record of success with strategic planning, organizational management, budget development, program management and program execution. He is a recognized leader in asset management, built infrastructure investment program build, facility engineering, installation operations, readiness and emergency management, and environmental quality.
Dean spent 30 years in the USAF as a civil engineer, including as Director, Planning & Integration Directorate at the Air Force Civil Engineer Center (AFCEC). He served as the principal author of the Air Force’s original Infrastructure Investment Strategy (AF I2S) and associated Implementation Plan. Dean led the team that crafted the USAF and USSF’s $12 billion, five-year centralized facility sustainment, restoration and modernization, and demolition programs, and he directed the recapitalization initiative for rebuilding “America’s Airfield.” Dean is actively involved in the Society of American Military Engineers (SAME), serving as director of the Servicemember and Veteran (SMVET) Committee for the San Antonio Post.
