Cheryl Mpande

Cheryl Mpande is a legal professional with extensive experience in government contracts and fiscal law. Currently serving as the Director/Associate General Counsel at the Millennium Challenge Corporation since May 2023, Cheryl has previously held positions as Corporate Counsel at Accenture from September 2019 to May 2023, and as an Attorney Advisor at the U.S. Department of Health and Human Services from August 2009 to September 2019. Additionally, Cheryl was a Special Assistant Counsel to the General Counsel at HHS and served as a Judicial Law Clerk at the US Court of Federal Claims from August 2007 to August 2009. Cheryl's legal career began at Holland & Knight LLP as a Litigation Associate in the Commercial Litigation Practice Group from September 2003 to August 2007. Cheryl holds an LLM from Cornell Law School, an LLB from King's College London, and a JD from the Maurice A. Deane School of Law at Hofstra University. Cheryl is licensed to practice law in New York.
