Allan Allmere has a diverse work experience in various government and non-profit organizations. Allan served as a Project Director at the Estonian Government CIO office, where they initiated and managed digital architecture and infrastructure development projects. Allan also advised on the transition to a Government Cloud infrastructure, data embassy projects, IT Marketplace, and digital state hackathons. Additionally, Allan evaluated ICT projects financed by the state budget and EU structural funds. Allan worked as an Adviser in the department of state information systems and participated in the work of commissions and working groups of the Ministry.
Prior to this, Allan worked as an Adviser to the Minister in both the Ministry of Education and Research and the Ministry of Finance. Allan provided valuable expertise and guidance in these roles. Earlier in their career, Allan worked as an Adviser at Riigikogu and as a Project Manager at Kodanikuhariduse Sihtasutus.
Allan Allmere obtained a Bachelor's Degree in avalik haldus/haldusjuhtimine from Estonian Business School, beginning in 2005 and completing in 2007. From 2007 to 2012, they attended Tallinn University, where they earned another Bachelor's Degree in Public Administration. Allan went on to pursue an MSc in Engineering, specializing in Master of Science, at TalTech – Tallinn University of Technology from 2017 to 2019.
