Craig Milligan obtained a Bachelor of Science (B.Sc.) degree in Civil Engineering from the University of Manitoba, starting in 2002 and completing it in 2006. In March 2014, Milligan obtained the Professional Engineer (MB, ON) certification from EGM and PEO institutions.
