Cedric Sims

SVP, Enterprise Innovation & Integration at MITRE

Cedric J. Sims is senior vice president of enterprise innovation and integration at MITRE. In this role, he leverages MITRE’s technology, processes, and people to advance an environment of critical innovation, integration, creativity, and growth. Sims partners with leadership across MITRE coalescing the talent, strategic thinking, tools, capabilities, and activities necessary to activate cutting-edge innovation and integration in support of our sponsors and to address our nation’s critical challenges.

Sims brings more than 25 years of diversity of thought, experience, and strong dedication to public service, including a wide-ranging background in prior senior leadership roles with the Department of Homeland Security (DHS) and the Secret Service. He is a former senior vice president at Booz Allen Hamilton, where he led the Justice, Homeland Security, and Transportation sector. Prior to Booz Allen, Sims was president of Evermay Consulting Group, providing consulting to ensure the federal acquisition system works efficiently, fairly, and with integrity.

As executive director of the Office of Program Accountability and Risk Management at DHS from 2009 to 2012, Sims created a Program Management and Execution Playbook to establish a vision for improved performance and program accountability. He also led the enterprise Business Management Office within the Office of the Chief Information Officer, overseeing enterprise strategies for governance of IT and cyber investments across DHS. Before joining DHS, Sims was a special adviser to the deputy associate director of the U.S. Secret Service, leading architecture and technology transformation.

Sims holds bachelor’s degrees in journalism and computer science and a doctorate in engineering, all from Texas A&M University.

Sims serves on the WashingtonExec National Security Council and the Homeland Security and Defense Business Council, and on the boards of FIRST Chesapeake and the American Heart Association–Greater Washington Region. In 2021, he received an Outstanding Alumni Award from Texas A&M University’s College of Engineering. In 2019, Sims was named National Security/DHS Industry Executive of the Year and won the WashingtonExec Pinnacle Award. He was the Department of Computer Science and Engineering Distinguished Former Student at Texas A&M in 2019.
