Frank Gavigan

Frank Gavigan has extensive experience in law enforcement and emergency preparedness, currently serving as the Director of Emergency Preparedness for the Mohegan Tribe Public Safety Department since October 2013. Prior to this role, Gavigan was the Chief of Police for the Mohegan Tribal Police from 1996 to 2013, overseeing a department with 18 sworn personnel and managing an Emergency Dispatch Center and a security force. Gavigan also held positions as a liaison with the Regional Emergency Preparedness Team and as a police commander with the Mohegan Tribe. Earlier in Gavigan's career, service included a lengthy tenure as Captain of the Norwich Police Department, where leadership encompassed the Patrol Division and the Emergency Dispatch Center. Educational background includes an Associate's degree in Criminal Justice from Mohegan Community College and attendance at Long Island University.
