Mark Franklin

Mark Franklin is an experienced professional in construction planning, currently serving as the Head of Planning in the Water & Highways Sector at Morgan Sindall Infrastructure since July 2023. Previously, Mark held the position of Construction Planning Manager at SMP Alliance, where oversight of construction programmes within the Smart Motorways Alliance was a key responsibility. Mark’s extensive career includes significant roles at Morgan Sindall, including Senior Planning Manager for the HS2 Enabling Works Contract and various Planning Manager positions focused on major projects with Highways England. Prior experience includes a Principal Planner role at Birse Civils Ltd and multiple planning and engineering positions at Wrekin Construction and Galliford Try. Mark holds an HNC in Civil Engineering from the University of Northampton.
