Winston Wilkinson

Winston Wilkinson is currently a trustee at Morgan State University. Prior to that, they served as the Government Relations for the Governors Office of Economic Development from August 2011 to February 2013. In this role, they were responsible for formulating, implementing, and tracking legislative initiatives, as well as enhancing GOED's profile with state and local officials.

From September 2005 to January 2009, Winston served as the Director for the Office of Civil Rights at the US Department of Health and Human Services. In this role, they were appointed by President George W. Bush to serve as Principal Advisor to Secretary Michael Leavitt on civil rights and health information privacy. Winston oversaw and provided policy and management leadership to the Office of Civil Rights, which has 240 employees in Washington D.C. and 10 regional offices with an annual budget of $34 million.

During their time as director, Winston successfully resolved over 30,000 complaints, promulgated significant regulations and guidance, and earned the highest departmental performance rating during all three years they served. These accomplishments are a testament to Winston's dedication to their work and their commitment to ensuring compliance with Federal Civil Rights laws.

Winston Wilkinson has a Juris Doctor (JD) from Howard University School of Law and a Bachelor of Science (BS) in Business Administration and Management from Morgan State University.
