Stacy Cowan

Stacy Cowan has extensive experience in government relations and policy management, currently serving as the Interim Director of Government Relations and Senior State Policy Manager at Multnomah County since April 2022. Prior to this role, Stacy held the position of State Government Relations Manager at the City of Portland from July 2018 to March 2022 and was a Policy and Political Strategist at SEIU Local 503 from October 2011 to July 2018. Additional roles include Legislative Coordinator for Health Care Programs at the Oregon Health Authority and Outreach Coordinator at the Office of Healthy Kids. Stacy began a career in political organizing as an Outreach Organizer at Defend Oregon and as Political Director for the Service Employees International Union in Nevada. Academic credentials include a Bachelor of Science in Psychology from Portland State University and a Bachelor of Science in Psychology from Eastern Washington University.
