Rachael Bailey has a diverse work experience spanning various industries and roles. Rachael began their career as a Police Officer with NZ Police from 1993 to 2002. Rachael then worked at the Department of Internal Affairs (NZ) as an Intelligence Manager from 2005 to 2012 and later as a Compliance Manager from 2012 to 2013. Rachael then became the General Manager at Charities Commission in 2012. Rachael joined the Commerce Commission in 2013 as a Manager, responsible for Enquiries and Intelligence until 2016. Rachael currently holds positions at Napier City Council, where they have been working since 2016. Their roles at the council include Executive Director of City Strategy and Local Controller, both of which started in 2022. Previously, they served as the Manager of Regulatory Solutions from 2019 to 2022 and Manager of Business Excellence and Transformation from 2016 to 2019.
Rachael Bailey obtained a Master's degree in Public Management from Victoria University of Wellington in the years 2005 to 2009. Rachael also completed a Leadership Development Tier 1 program in Civil Defence and Emergency Management at Response and Recovery Aotearoa New Zealand (RRANZ). Additionally, Rachael obtained a Diploma in Policing (Dip Pol) from Royal New Zealand Police College.
