Zachary Spencer

Zachary is NACo’s legislative assistant for transportation and energy, environment and land use. He focuses on analyzing legislation and regulatory activities, as well as administrative duties associated with preparing for and conducting meetings and educational sessions held in conjunction with NACo conferences. Before joining NACo, Zachary worked as a staff assistant for Senate Committee on Indian Affairs, where he conducted investigative research and produced memos on a wide range of issues. Prior to that, he was an energy policy intern for Senator Joe Manchin III. Zachary holds a bachelor of science in environmental and natural resources economics from West Virginia University.
