Tiffany Carter

Tiffany Carter is an accomplished legal and policy professional with extensive experience in nonprofit advocacy, legislative drafting, and public health policy. As Policy Counsel for the National Council of Nonprofits since October 2016, Tiffany has led initiatives on policy trends impacting nonprofits, analyzed over 350 bills each legislative session, and developed key partnerships to enhance the sector's legislative response. Previous roles include State Policy Counsel for the State of Hawaii's House of Representatives, where Tiffany drafted significant legislation, and Director of Policy and Advocacy at the Hawaii Public Health Institute, where Tiffany successfully advocated for impactful public health laws.
