Rebecca Martin

Program Manager II, Impairment at National Safety Council

Rebecca Martin joined the NSC impairment team in August 2021 working on substance use and mental health initiatives. Rebecca brings more than 20 years of diverse public health experience to her role.

Prior to coming to NSC, Rebecca worked for the State of Wisconsin addressing equity issues in the early care and education field, creating community needs assessments, analyzing data, writing reports and establishing a comprehensive program performance evaluation plan for a $10 million dollar grant. She spent seven years at the Wisconsin Department of Health managing a comprehensive statewide newborn screening outreach program, providing training and technical assistance to early intervention, hospitals and clinics; providing in-home public health services and parent-child relationship support; leading multiple research grants; creating a multi-system integrated program to reconcile newborn screening records and birth certificate records; analyzing data, creating annual reports and writing peer-reviewed journal articles; increasing screening among Amish and Mennonite communities; incorporating infant mental health into the newborn screening field; and assuring all babies received timely and equitable screening, follow-up and intervention.
