Janis Coughlin-Piester

Janis Coughlin-Piester is the current Office Head and CFO of Budget, Finance & Award Management at the National Science Foundation (NSF). Prior to their current position, they served as a Director of the Budget Policy, Execution, and Review Division at the U.S. Department of Health and Human Services (HHS) from February 2009 to July 2018. In this role, they were responsible for developing and executing the budget for HHS, as well as providing oversight of the budget process.

Before their time at HHS, Ms. Coughlin-Piester served as an Operations and Programming Coordinator at Alpha Phi International Fraternity from January 2007 to December 2009. In this role, they were responsible for coordinating operations and programming for the fraternity, as well as managing the budget.

Ms. Coughlin-Piester began their career in government as an Appropriations Liaison at the US Department of Homeland Security from November 2005 to February 2009. In this role, they were responsible for communicating with members of Congress on appropriations matters and working with the department on budget issues.

Janis Coughlin-Piester has a master’s degree in public policy analysis from the University of Rochester. Janis also has a bachelor’s degree in political science from the University of Rochester. Janis is a certified key executive leadership program graduate from American University.
