Carolyn Pharand

Carolyn Pharand serves as the Senior Director at Natural Resources Canada since November 2022, having previously held the role of Director at the Privy Council Office from January 2022 to November 2022. Pharand's experience includes serving as Executive Director of the Testing Secretariat for the COVID Task Force at Health Canada from December 2020 to January 2022, and multiple director-level positions at Natural Resources Canada from August 2014 to December 2020, focusing on strategic policy and major projects management. Early in the career, Pharand functioned as a Senior Operational Officer and as a Policy Analyst at Environment Canada, contributing to the Federal Sustainable Development Strategy. Pharand's background also encompasses auditing for the Commissioner of the Environment and Sustainable Development and reviewing programs within Indigenous and Northern Affairs. Pharand holds a BA in Public Administration from the University of Ottawa and a Master’s in Resource and Environmental Management from Simon Fraser University.
