Crystal Chandler

Crystal Chandler currently serves as the Modernization and Budget Action Officer for the Assistant Secretary of the Navy for Research, Development and Acquisition since June 2024. With extensive experience at the Naval Sea Systems Command (NAVSEA) since August 2015, roles have included Deputy Director of the Commander’s Action Group, Acquisition Assistant Program Manager for the PMS 326 International Fleet Support Program, Procurement Assistant Program Manager for the PMS 450 VIRGINIA Class Submarine Program, Cost/Price Analyst, and Contracting Officer for the CVN-78 Branch. Prior positions include Adjunct Professor of Accounting at Tidewater Community College, Senior Auditor at the Defense Contract Audit Agency, Accountant for the U.S. Coast Guard, and Senior Accounting Clerk at NAVY EXCHANGE SERVICE COMMAND (NEXCOM). Educational qualifications include a Bachelor of Science in Accounting from Norfolk State University, a Master of Science in Accounting from the University of Phoenix, and multiple degrees from the Defense Acquisition University in Contracting and Program Management.
