Milton W. Troy III

Chief of Staff at Naval Sea Systems Command

Captain Troy is a native of Mullins, South Carolina and a 1991 graduate of Mullins High School. He received his commission through the Naval Reserve Officer Training Corps Program at Morehouse College in Atlanta, Georgia in May of 1995 as a Supply Corps Officer. While at Morehouse, he received a Bachelor of Arts degree in Business Administration. He later earned a Master of Business Administration degree from the Terry College of Business located at the University of Georgia in Athens, Georgia as well as a Master of Arts degree in National Security and Strategic Studies from the United States Naval War College in Newport, Rhode Island. Additionally he received Executive Education from the Wharton School at the University of Pennsylvania, located in Philadelphia, Pennsylvania.

Captain Troy’s operational assignments include the USS NORMANDY (CG-60) in Norfolk, Virginia where he served as the Disbursing/Sales Officer and the Food Service Officer; USS SPRUANCE (DD-963) in Mayport, Florida serving as the Supply Officer; the Office of Military Cooperation-Kuwait where he served as the Naval Logistics Advisor to the Kuwaiti Navy; and an Individual Augmentation to Joint CREW Composite Squadron ONE located on Victory Base Compound, Iraq. His last operational assignment was as the Commanding Officer of Explosive Ordnance Disposal Expeditionary Support Unit TWO located on Joint Expeditionary Base, Little Creek, Virginia.

His shore assignments include Food Service Instructor, Leadership Continuum Instructor, and the Educational Counselor for the Basic Qualification Course at the Navy Supply Corps School in Athens, Georgia; the Director of the Nuclear Resource Management and Deputy Director of the Customer Value Management Departments at the Naval Inventory Control Point, in Mechanicsburg, Pennsylvania; U. S. Fleet Forces Command in Norfolk, Virginia where he has served as the Fleet Services Officer and Lead for the Fleet Financial Improvement and Audit Readiness Team; the Executive Assistant to the Commander, Naval Supply Systems Command and the 47th Chief of Supply Corps, also in Mechanicsburg, Pennsylvania; the Director for the Internal Review and Evaluation Division and Chief of Staff for the Office of the Deputy Assistant Secretary of the Navy (Financial Operations) at the Washington Navy Yard; Commanding Officer of Navy Service Support Advanced Training Command headquartered in Dam Neck, Virginia; and the Commanding Officer of the Center for Service Support, headquartered in Newport, Rhode Island. Captain Troy’s current assignment is the Chief of Staff, Naval Sea Systems Command.

Captain Troy’s personal awards include the Legion of Merit (two awards), the Meritorious Service Medal (six awards), the Joint Commendation Medal, the Navy/Marine Corps Commendation Medal (three awards), the Navy/Marine Corps Achievement Medal, the Outstanding Volunteer Service Medal and a host of campaign medals and ribbons. He is designated as a Surface Warfare Supply Corps Officer, Navy Expeditionary Supply Corp Officer, a Joint Qualified Officer, and Level III certified in the Department of the Defense’s Financial Management program. In July 2012, he was selected by the University of Georgia’s

Alumni Association’s as a member of the 2012 Class of the “40 Under 40” recognition program. He has also received national recognition by the Omega Psi Phi Fraternity, Incorporated as the recipient of the “Colonel Charles D. Young Military Leadership Award” for the Third District of the fraternity in 2014 and was the Active Duty Naval Officer recipient for the “Omega Military Salute to Service Award” at the 2018 Conclave in New Orleans, Louisiana. From 2020-2021, he served as the Navy’s Co-Service Representative to the National Naval Officers Association and is currently the Senior Advisor to the Navy Junior Officer Counsel.
