Steven J. Sibner

Steven J. Sibner is the general counsel and chief legal officer of NCCI. He oversees the Legal Division at NCCI, which provides legal advice and counsel to all NCCI functional areas including antitrust compliance, litigation, labor and employment, intellectual property protection, insurance, document retention, and general business law. He joined the NCCI Legal Division in 1995 and has expertise in workers compensation, corporate, regulatory, antitrust, and employment and benefits law matters. In 2000, he transferred into the company’s business operations, where he was the director of affiliate services, managing staff responsible for NCCI’s relationships with its member insurance companies. Later, he returned to the Legal Division and took on an additional role as NCCI’s compliance official.

Before coming to NCCI, Mr. Sibner was in private law practice in Connecticut where he represented public and private corporations, healthcare institutions, municipalities, and boards of education in employment, labor, corporate, and benefits law matters. Mr. Sibner earned a BS in business administration and economics from Pennsylvania State University, and his JD at the American University, Washington College of Law, in Washington, DC. He is a member of the Connecticut and Florida Bars. He is also a graduate of the leadership programs for the cities of Bridgeport, CT, and Boca Raton, FL and served as President and a Board member of the Association of Corporate Counsel–South Florida Chapter.
