Theresa Carr

Theresa Carr is a transportation analyst and planner who has worked on some of the most complex and visible transportation projects across the United States. Theresa is currently the Principal and Boston Office Leader at Nelson\Nygaard, a position they have held since May 2019. Prior to that, Theresa was a Senior Project Manager at VHB from January 2016 to May 2019, where they led and supported transit projects in the Boston area as well as in CT and northern VA.

Before their time at VHB, Theresa was the Vice President, Geographic Segment Leader, Northwest Transit and Rail Market at CH2M from July 2003 to December 2015. In this role, they managed transportation projects of all sizes across the Pacific Northwest, spanning long-range transportation plans, economic studies, alternatives analyses and environmental documentation. Theresa also served as CH2M's Transit Market Segment leader for the Pacific Northwest, overseeing staff retention, training, and recruitment for the transit planning, design, and construction management practice.

Theresa began their career in transportation as an intern at Kittelson & Associates, Inc. from September 2002 to June 2003. Theresa then went on to work as a Graduate Research Assistant at Portland State University from September 2001 to June 2003.

Theresa Carr is a highly experienced transportation professional who has dedicated their career to improving the efficiency and effectiveness of transportation systems across the United States.

Theresa Carr has a MURP from Portland State University in Transportation Planning and a Bachelor’s Degree in Economics from Boston College. Theresa also has certification from the American Planning Association in AICP.

They are on a team with Thomas Brown - Principal, Kevin Lucas - Associate, and Thomas Wittmann - Principal. Theresa Carr reports to Jennifer Wieland, Managing Director. Ian Kolesinskas - Associate, Kevin Ottem - Assistant VizComm Manager, and Bethany Whitaker - Principal report to Theresa Carr.
