Oliver Carter assumed the Chair in 2021, bringing with him a lifelong interest in the mechanics of voting and a passion for representative democracy. Oliver practices law in Wilmington with Carter & Carter, P.A. He is a Certified Specialist in Creditors’ Rights, Business Bankruptcy, and Consumer Bankruptcy and also assists clients with routine civil litigation and corporate matters. In 2021, Oliver was recognized as a member of the NC Legal Elite.
Oliver serves on the board of the Cape Fear Council of the Boy Scouts of America, and he has previously served on the boards of the Historic Wilmington Foundation and the NHC Parks Conservancy. He attended UNC-Chapel Hill as a Morehead Scholar, graduating with Honors, before receiving his law degree from NYU School of Law, where he was awarded the Vanderbilt Medal and the President’s Service Award. Oliver is excited to work with his fellow Board Members and all of the election officials and volunteers who contribute their time, talent, and wisdom to the sacrosanct system of self-government.
