Katharine Loving has extensive legal experience, currently serving as Senior Associate Counsel in the Candidate Policy & Communications Unit at the New York City Campaign Finance Board since 2007. In this role, Katharine advises the agency on campaign finance and election laws, supervises the Legal and Policy Analyst, and addresses various legal matters. Previous experience includes positions as Associate Counsel in both the Policy Guidance Unit and the Enforcement Division of the same agency, where Katharine represented the agency in enforcement actions and provided legal counsel. Prior to this, Katharine was an Associate Counsel at Hedman & Costigan, P.C., focusing on pharmaceutical patent litigation, and also worked at Lambert & Weiss, representing bonding companies in litigation. Educational qualifications include a law degree from Fordham University School of Law and a B.A. in Anthropology, magna cum laude, from Hunter College, along with training from Hurricane Island Outward Bound and the Stella Adler Studio.

The Program amplifies the impact of New Yorkers’ small contributions by matching them with public funds, reducing the possibility and the perception of corruption associated with large contributions and unlimited campaign spending.
